The proposal to prevent house buyers from being excluded does not go far enough for major cities. The cities want more options to be able to take action against investors who buy houses. The Hague, Rotterdam, Amsterdam, Utrecht, and Eindhoven advocate for a general rental permit and more legal options to tackle fraudulent landlords.

This proposal does not solve the problem

The proposal by Minister Kajsa Ollongren of the Home Affairs and Kingdom Relations allows for the introduction of an acquisition protection for affordable homes in an area. The acquisition protection ensures that houses remain available in desirable areas. This can prevent these homes from being bought up by investors with the intention of renting them out. This means an improvement in the position of first-time buyers and those looking to move. They no longer have to compete with investors.

Although the cities are pleased that attention is being paid to the issue, they believe the proposal does not go far enough. They find the three-year term too short because the housing market scarcity will certainly not be over in three years, they argue. Therefore, there should be no time limit on the measure, not even because there is a risk that a property will still be sold to an investor after three years.

The problem of fraudulent landlords remains unsolved

In addition, the major cities argue that the rental permit should be able to be used in all rental situations and not only in exceptional circumstances and for new leases. According to the cities, the current proposal does not solve the problem of fraudulent landlords. With a permit that can be applied throughout the city and that can also address the level of rent, municipalities can take greater steps. The cities have also made several proposals to improve the feasibility and enforceability of the proposal and to make the implementation less prone to fraud and costly.
